The situation
The Department of Communities, Child Safety and Disability Services works to improve wellbeing, safety and participation of Queenslanders by providing and investing in quality human services.
The challenge
The Department asked EML to provide an instant-issuance prepaid card product for distribution during disaster responses that reduces fraudulent claims of emergency payments - both internal and external.
The solution
EML developed a single load Eftpos card with cash-out product, this ensured those facing immense stress were able to access financial relief via familiar means – eftpos and ATM withdrawals. Designed to complement the most rigorous of approval structures whilst maintaining the need to move quickly in an emergency situation, this module granted multiple layers of approval before activation, sourced details of claimant and ensured no duplication of funds disbursement.
The outcome
In responding to Cyclone Yasi in 2011, The Department suffered millions of dollars in fraudulent claims, with EML’s solution, this has been reduced to close to zero. The solution has also removed the need to transport large amounts of cash to devastated regions. Since 2013, EML has been able to work with The Department to quickly roll out in emergency situations to ensure those experiencing hardship can access emergency funds with ease. This process has been used in response to both Cyclone Ita, and more recently Cyclone Debbie with great success.
